It sounds very much like some sort of backlash reaction to me, so Voldemort's Heir of Slytherin propaganda is most likely the reason for the hostility. That it was actually carried out points more to the personalities of the Marauders, none of which - as teenagers - were overly brilliant. (Another thing about Marauder-Era time travel fics: usually Harry either joins in with the pranking and becomes part of the group despite having expressed distaste for their brand of bullying in the fifth book, or it's one of the ones where he tries to redeem Snape and never manages because he always has to go back to the future, in which the bullying is toned down or made utterly ridiculous.)

Did you ever write it? I once planned one where Harry and a group of others travelled back and ended up destroying the universe by unravelling time. I got three chapters of it done before it got too, er, Lovecraftian for me to handle.
The Weasleys are poor for a variety of reasons, and while pureblood politics may have made life harder for them, I doubt it did that much in the long run. They're likely poor because of poor financial management (in GoF, Arthur Weasley gets confused over Muggle money despite it having the numbers printed on) and the burden of raising and (privately - Hogwarts is a boarding school which means it has fees) educating seven children on one income. There isn't any evidence to say that the Malfoys are noble. I like to think they're a bit renaissance, personally, while the Blacks have a longer and more noble ancestry, but not necessarily more financial wealth.
