I think that you're right in that Gimli can see Legolas more objectively. Out of all the Fellowship, he's unique in that he's been raised to see Elves in a negative light. That he and Legolas grow close at all is a huge testament to their characters - and in this 'verse it also means that Gimli doesn't go into things expecting Legolas to be near-perfect.
